Tidying up WordPress

I have been using WordPress for quite some time and I have some tables in my database that are most likely unnecessary. Additional data also exists from WAY back from tables that were created from plugins I no longer used or realized at the time were unnecessary.

Here’s my question:

What is the best way to optimize an old WordPress blog that is running on the latest WordPress version, keeping all active function data and removing all the inactive function data from old plugins?

Essentially, a fresh new install of WordPress but with all the old data minus the crap.
